On 11 September 2020, China Diving and Salvage Contractors Association (CDSA) held the first session of “CDSA Members Diving and Salvage Capability Assessment Meeting” in Yantai, Shandong Province. According to <Self-Regulatory Measures of Diving Service Capability and Credibility Assessment> and <Self-Regulatory Measures of Salvage Capability and Credibility Assessment> set forth by CDSA, the Association finished in advance the application materials pre-assessment and field inspection by experts for the new CDSA certification applicant (including members applying for promotion) and for the registered members who are due for certification verification within this year. CDSA then summoned an Expert Committee composed by 12 experts including the President Mr. Song Jiahui, Secretary General Ms. Chen Liping and Vice Committee Director Mr. Zhang Daiji and convened a meeting on 11 September to hear the certification application, promotion and due verification analysis and credibility pre-assessment of members in diving and salvage industry and relevant educational training sector, and listened to reports made by four independent expert groups sent for the field inspection.
After careful research and discussion, the Expert Committee took a vote on applications for new certification, promotion and dur verification, the voting results are as follow: In respect of diving service and credibility assessment, 3 new applicants passed the Diving Service Assessment Class III, 18 new applicants passed the Diving Service Assessment Class IV, 6 members of Diving Service Assessment Class VI are promoted to Class III, 20 members passed the due membership verification; In respect of salvage capability and credibility assessment, 2 new applicants passed the Coastal Salvage Capability Assessment Class III, 1 new applicant passed the Coastal Salvage Capability Assessment Class IV, 1 new applicant passed the Inland Waters Salvage Capability Assessment Class IV, 1 member of Coastal Salvage Capability Assessment Class III is promoted to Class II, 1 member of Coastal Salvage Capability Assessment Class IV is promoted to Class III, 5 members passed the due membership verification; in respect of diving training institution assessment, 1 applicant passed the Diving Educational Training Qualification Assessment. The above outcomes were posted on CDSA official website (http://www.cdsca.org.cn/) for a publicity period after the assessment, afterwards CDSA accordingly issued the new Certificates to relevant members companies and updated its Registry List on the website.
As a member of the Expert Committee, SCR, and the General Manager of T&A Marine, Capt. Huang was nominated as the group leader of Field Inspection Expert Team D, which composes other two team members Professor. Zhang Yanmeng from Shanghai Jiaotong University and Eng. Bao Zhaoqiang from Chinese Navy. Expert Team D engaged in an on-the-spot inspection for 9 applicant companies in Guangdong, Guangxi, Fujian and Jiangxi Provinces, and Capt. Huang presented a report about the inspection results during the Assessment Meeting.
China Diving and Salvage Contractors Association (CDSA) is a national first-level organization approved by the Ministry of Civil Affairs of the People’s Republic of China. It is the only industrial and non-profit social groups in China formed voluntarily by companies and organizations engaged in diving, salvage, life-saving, marine and underwater engineering, vessel and shore facility construction, diving and salvage equipment manufacturing, diving medical insurance, marine and maritime scientific research, pollution prevention, education and training, maritime insurance, etc. CDSA plays an important role in promoting the standardization and healthy development of the diving and salvage industry and enhancing the overall management level and service capabilities of the entire industry.
